I am really starting to believe that building muscle is starting to help
I am sure it is!

However muscle building is a slow process, or has been for me. I am older than you, so probably slower. I think you do feel the benefits in muscle toning as much or more as growth. Either way it's good for you! Keep it up Tom.

Monday Dec 5th : 221.8 (-1.0)

So close to the 210's now, i'm hoping this gives me motivation to actually get into them.
 
Slight rise today but not because I deviated from my diet, must be just a natural/random fluctuation.

Wednesday Nov 7th : 221 (+0.2)

Might be setting myself up for failure here but i'm gonna say i'll be below 220 by sometime this coming weekend!
Hope you are, but as you say we all have a lot of "natural/random fluctuation" in our weight. Stick with this and you can be sure of getting into the 210s, even if not sure of when.
