Theres roughly over 7m in London, and over 8m in NY. Even these dont compare to some cities.

You won't find one city in Norway with 1 mil pop, not even close. Actually, if the American army was stationed in our capital, I believe they would have to be payed extra for being to far away from a civilized area (since I believe they define that by a city with 1mil or more pop.)
