Your mother told you not to use a treadmill because you could possibly get disc degeneration? That is insane, people run, and exercise every singly day. I see no reason why you shouldn't get one, unless you already have back problems, in which case you should talk to your doctor before starting any exercise program... I mean, it surely is possible, but you are young and problems are much less likely to occur due to your exercising now than if you put it off another 10+years.
Edit. Also, your body loses and gains weight in predetermined areas. It's great to do different exercises, but none will guarantee that you will lose weight in the area that you are working. I'm sure you will slim your hips and but eventually if you eat healthy, and exercise though. Best wishes.
