It depends on the previous state of the glass' contents.

If you are putting contents into the glass, then it is half full because the intention is to fill the glass.

If you are removing contents from the glass, then it is half empty because the intention is to remove contents.

If you do not know the previous state of the contents, then the glass is both half full and half empty because both states exist.
