I have a community workout center in my housing development. Part of our HOA fees go to maintaining the workout center. It has plenty of free weights, cardio machines, and the weight machines. I figure my costs are under $10 because I would be paying the same amount of HOA fees in any new development (workout center or not).
As far as the weight machines, I think they serve a good purpose with beginners. On the other hand, I see plenty of men in my gym that completely work out wrong using free weights (it almost looks like they're throwing in their whole back just to do that one bicep curl so that they can say that they did it with a high weight).
I plan on moving in the next year or so and there is a city recreation park with a similar workout center and they only charge $50 a year (a little more than $4 a month). There are those fancy gyms in my area that charge an arm and a leg, but I don't think they're necessary. You can get a nice body with a good set of free weights and some kind of cardio (like jogging). You don't need the smoothie shops, sauna rooms, aerobics classes that nobody goes to, and endless amounts of weight machines in every brand name. Plus, the sales people at those gyms are annoying.
