Well you might want to read up on the FAQs. When I was considering creatine to bulk up for shotput (which my school trainer told me not to,) I came across this site:
Here's some info on specifically when to take it:

I can tell you right now though that taking creatine 3 times a day while not working out is not very good for you.

Taking creatine 3 times a day for an extended period of time, is not good for you even when working out, if it is at 5g+ each time.. Read up on creatine, make sure your diet is in check and then get some pure monohydrate.

No need to take it 3x/day unless loading and that's only for a week. After that, you're just wasting it.

When loading, take 5g every 4 hours. After a week, you just pur 5g on your PWO shake or post workout if you don't have a shake.

and keep in mind loading isn't even necessary. 4 doses a day for a week...1 dose a day for 3 weeks...both will achieve creatine saturation. the former costs more, but is 66% faster to achieve saturation....the latter is just as effective, and rushing to saturation really provides no added benefits.

Completely agree with Malkore - I never load creatine anymore, I just take longer to saturate. The loading phase is (in my cynical view) simply a marketing ploy by creatine distributors to sell more ;)
