why am i not losing weight

ive been eating about 1400 calories a day and exercising twice a day burning off about 700 calories each day but im not losing a pound my weights just fluctuating from 149 pounds to 151 pounds.

im 4 foot 11 and 149 pounds and a 24 year old female.

ive just recently had a baby 7 week ago and ive just got my period back a few days ago. could this be affecting it?

where am i going wrong? am i doing too much exercise? i just want to lose 2 pounds a week but im finding it impossible, please can someone help me.
