Which is better...

A high Protein -Low Carb Diet (since most cals come from carbs!)

A High complex carb- normal protein Diet (since carbs are more filling)

or a Balanced diet (equal carb and protein and little fat also)

**we are assuming fat is kept low in all da above mentioned diets and veggies and fruits are included in all**
 
Really the 'best' is the one you can stick with long term.

That said, getting 1g of protein for each pound of your goal weight a day is 'best' whether or not you're doing low carb. Focus on getting your fats from healthy sources like avocado. Try to get most of your carbs from fruits and vegetables rather than starches. But there have been studies that show whether or not you go low carb, high protein diets can assist in weight loss.

Yeah, I dont' think you can define "better" in this sense.

For me personally, none of what you describe above works as well as a diet that is high in protein (high being relative to what is the "normal" for most people), with a good balance of complex carbs (grains, oats, etc.), veg, healthy fats.

But I wouldn't say I eat "equal" carb and protein, and I certainly don't eat LOW carb.

I've found the balance that really works best for me - both for weight loss and for maintenance for health.
