When to get best out of cycling

Is cycling more designed to help dissolve fat or is it better excusively for people wanting to tone up their legs? Or is it useful for any aspect? If I had chubby legs and wanted to rid them of that state would it be a good idea to cycle more?

I know its probably good either way, but you hear many different things and just wanting confirmation from someone more experienced. Fitness has too many theories going around :D

Well, I'm sure you'll do both. Since actively spinning and road cycling I have found my entire lower body to have morphed for the better quite a bit. I was originally afraid that harder cycling would mean bulkier legs, but that hasn't been the case at all. They are now leaner and moe toned than ever.
