Put it in either. If you put it in milk, you will get more protein, calcium, fat, depending on the type of milk, and others too. If that is what you're looking for, then try milk. If you're happy wth the current nutrition in it, use water. I would use milk because you get that much more PROTEIN.
 
I use skim milk mainly just because it taste better. I hate that milk has carbs in it but I just don't like the taste with water.
