What Is The Best Exercise To Develop These

Hi, can anyone tell me what is the best exercise for working on the the muscles that i have marked in the attached picture -

I don't mean the actual pecs... i mean what is the best exercise to get the defined line in between and above the pecs...

The defined line is bone, specifically the sternum and the clavicles. If you want to define that area, then just as any other area, you will need some muscle, and you will need to lose some fat. Get the muscle first (I recommend building muscle all over with a basic wholebody program), then maintain the muscle and derease body fat.
 
Developing the chest is all you have to do muscle wise, the rest is getting lean enough.
