What does this do?

Hello all,

I have a question on what this part would do on my home gym. I bought it off of a site and for the life of me, can't think of what this would do. It's a Weider Pro Gym 9940 dual.

About 6 jumps and a hop-n-pop...

Edited to add: Or about 2 and a half months membership at my local (only) gym...

That's what I used it for but I didn't see any gains so I thought I would ask to see if I was using it properly! :11doh:
