I have been on a high protein, low carb diet combined with mild exercise over the last 4 weeks although seem to have obtained no results. I am 5'8, 88 kg. As part of my diet i am also taking hca extract before each meal. I am not counting my calories but know that i have been under for sure. Here is a rough outline of my daily diet:

morning-cofee
lunch-egg/salmon, wholemeal rice cakes, coffee or fruit smoothie
evening-run-->5 to 6 km (3 times a week)
Dinner-chicken/tuna, beans, salad, fruits, whey protein shake (sometimes)

Should i be eating more? Am i in starvation mode?

I want to say you should eat breakfast! High protein and get your fruit in there. I've been on a plateau lately myself, but if I read this right you are at week 4 of a new program?
So, what do you put in your coffee and are you drinking water?
Also, is the protein shake in combination with the other proteins or added on the days you run?
:)

Breakfast are the first and most important meals of the day since you need it to keep your energy going for the rest of the day.

There is a Chinese saying that goes:

Eat Full For Breakfast
Eat Well For Lunch And
Eat Less For Dinner

And that is all it is, a 'saying'. It's not actually very accurate. There is no reason to make breakfast the biggest meal out of the day, or make certain meals in certain sizes. Also, breakfast doesn't provide energy 'for the rest of the day'. It provides energy until your next meal, just like any other meal of the day. The overall calorie content is what counts, and more importantly, what works for the individual person. Personally, I would feel awful if I had a big breakfast, and it would completely throw me off for the rest of the day.
Losing weight is never a 'one size fits all' approach, and people need to find out what works best for them.

Hopefully things have been going well for you since your post. If you're still having trouble losing weight, I recommend you do this:

1) Eat more. Your calories look pretty low. Add in some more whole foods (dark leafy greens, fruit, etc.)
2) Get rid of the evening runs. Instead, do short, intense total body workouts (10-20 min). I can send you some resources if you're interested.

Most important, don't give up! Keep pushing forward every day!

That does look like too few calories. Have you ever counted them up? you could have place your body in starvation mode like you mentioned. Get a good app for your phone like MFP or Arise and you will be able to keep track of those carbs and workouts, and see why maybe you're not losing the weight you should be.

I agree with everyone: your consumption is too low and too infrequent. I like that you aren't worried too much about calories. Eat small meals, and YES you must eat the first meal within one hour of awakening.

Eat protein with each meal and eat veggies with each meal. Eat a piece of fruit with the first meal (and protein). Drink plenty (plenty!) of water all day long.

Strength train!
