Weight loss/ building muscle

Hi I am new to this site. My husband and I started working out the beginning of April at a gym near our house. I am just looking for some guidance as to what I should be doing. I am female 5'9" 155 lbs. I started out wanting to lose about 25 lbs. Now I just would like to loose inches since I know muscle weighs more than fat. Anyway, I am looking for advice on diet and exercise routine for my body type. I have been trying to keep my caloric intake to about 1200-1400 a day. Although I find myself getting really tired or getting headaches later in the day. Not sure if this is related. Right now for my exercise program I do 30 minutes on the elliptical or bike and then streching and weights. The scale isn't showing any weight loss but I think the mirror might be? My muscles are definitely starting to show in my upper body but I have a lot of excess weight on my lower half. Any guidance would be appreciated.
