water with meals

No. In fact, I believe most weight loss and life programs highly recommend that you drink water with your meals. It will help you to eat less, because it fills you up a bit.
I had to do a double take when I read question, because I've never heard of anyone suggesting that drinking that water could be harmful. (unless you drink ridiculously large amounts of it, and I mean gallons)
Even the merciless General Zod recommends drinking water!

There are a couple of thoughts on this that may be helpful in response to your post:

Firstly, there is a train of thought that says that the body's signal for thirst is very close to the bodies signal for hunger, and easily mistaken as such. So what is recommended is that we try drinking a glass of water 30 minutes before every meal. (we may then find that we are not as hungry as we thought we were).

Secondly, there is a train of thought that says that our stomach releases different chemicals to deal with breaking down food than is required to deal with consuming the water. The body needs a little bit of time to release the correct chemicals in response to us starting to eat or starting to drink. Therefore, if we do both at the same time we simply confuse our body. The advice therefore is to not drink and eat at the same time.

These are just tactics that I employ (with success). I know others may have different opinions.
Does this help? Does this answer the question you were asking?

Water should not be purposefully avoided at any point unless you are specifically told to do so by a doctor or nutritionist because of some condition, drug treatment, or upcoming operation. Most of us are aware that water makes up a huge portion of our bodies and that it is required for numerous functions throughout the body. On that note water is required for the breakdown of nutrients, one in particular being protein. As your body digests and breaks down protein into amino acids the process uses H2O, meaning the more protein you eat the more water you need to replace in your body. Going on this point alone not only is it a bad idea to avoid water while eating, it is highly recommended that you drink it.

Besides, drinking more water with meals will also help curb your appetite and it wont add extra calories to your daily intake like other beverage options will.
