Trying to lean down for summer

So here's the story: I'm 16, 170 pounds, 6 feet tall, and still have quite a bit of fat on my stomach/chest. For the past few months I've been working out (mostly cardio) and eating healthier (I don't eat junk food or drink soda, but I'm not on a paleo diet or anything) and eating ~1500 calories per day. I started at 200 pounds, and obviously my body has changed, but I've barely lost any of the fat from the stomach/chest. Am I doing something wrong? Do I just need to keep at it? Thanks guys!
