Target Heart Rate

This morning I put my heart rate monitor on (after a long hiatus do to some rubbing issues).

I am a 37 y.o. women, 5"7', 145lbs, 24%(ish) BF.

When I am running at 7mph -1% incline (which seems pretty fast to me) my heart rate is only at 124, -until I look at the HR monitor, when it then jumps to 145-150.

I usually run 7 mph for 30 minues (with an additional 2 min warm up nad 3 min cool down).

Do I need to ramp up my speed or incline to hit my target heart rate? I don't think I could run that long at a faster speed.

Run faster for a shorter time.
Get in to HIIT then do a 30min run ever 2 weeks. you'll notice a massive improvment very quickly.
 
As long as you are training between 60-90% of your max heart rate you will see tremendous benefits. Since you are 37, your max HR should be around 183. So your range should be between 110 and 165. So if you feel like you are getting a good work-out at a HR of 125 that is fine. You may have even a lower max HR if you are in good-shape. If you don't feel you can run very long at a higher speed than just stay at the speed you have been using. As long as you are going for 30-60 minutes you will be fine. You don't want to bump up your speed and not be able to train for 30 minutes any more. If you don't feel like you are working as hard as you should then increase your duration every couple of sessions instead of your speed. I would bump up your warm-up and cool-down to at least 5-10 minutes though to allow your muscles proper time to warm-up and cool down.
