Sore Shins....(not shin splints)

Hi everyone
OK.....my problem is that whenever I go walking/running I get a tight pulling in my shin muscles. Usually this happens after about 3-4 weeks of walking/running, before that it is usually fine. However, I went for a 40min walk the other week and it started again. The muscles didnt stop hurting for about 3 days after.
Now, my doctor says that it isn't shin splints, because the pain isn't in the bone, just in the muscles running along side it.
He also says that it "should get better" "just ease into it and it will go away". But thats the thing. Usually I don't get any pain for weeks, and then gradually it begins and gets worse and worse and worse.
I don't know what to do or who I should see, so I just thought I would see if anyone on here would know

the first phase of shin splints is in the muscle and not the phone.. in a later phase the pain will go to the bone. what you can do is an ice massage. take some ice and rub in on the painful area for about 2 minutes. then wait 30 sec. and again for 2 minutes. that's to take some of the pain away. also (when it doesnt hurt) put something warm on it to stimulate the bloodflow, this will help with the recovery process. also check out your shoes. improper shoes might not catch the shock properly and then it's the shins that gets all the 'shock treatment' olso check out the serface on which you are running. hard serfaces will generate more shock to obsorbe then soft serfaces like grass for instance.
 
Aside your shoe, you can change your running surface. Grass/Track(asphalt) is the best outdoor running surface. Then pavement. Last, concrete (sidewalks).
