Shin pains

My shins, just behind and inside my tibia about 9" above my ankle, get sore during and after each run. Generally, I can go about 5K, maybe 5 miles, before I back off as I am worried about further aggravation.

I have been letting them rest for 2 - 3 days afterward but the pain re-occurs each time. Do the muscles eventually toughen up and the pain go away and if so, how long does this take? How much tenderness should I allow? Or will any tenderness set me back?

I like jpfitness' idea of icing your feet in ice water, but that is somewhat logisically difficult to do and ice pads don't seem to help much.
