Running limitations ... process of elimination

Several years ago I lost 45 pounds on Weight Watchers. Throughout that process and for the couple years following I was regularly running 3-6 miles 4-5 times a week (I also so 2-4 spinning classes a week). Somewhere along the way with all of my work-related travel I gained 19 pounds. Simultaneously I stopped my strength training due to a shouler injury which has long since healed.

I've recently rejoined Weight Watchers and continue going to the gym. But I'm having a really hard time running now. I can go a mile or so then have to stop to walk then before starting the next mile. Part of the issue is breathing but the other part is fatigue in my arms and legs. I realize I have to lose the weight and begin strength training again. What I wanted your input on is what is impacting the running the most? The weight? The lack of strength training? The lack of core strength? Again, I'm addressing all of the above but wanted to know if one is impacting my runs more than others. Any input would be appreciated.
 
Honestly, I'd hit an arc trainer or an eliptical. Build up your endurance that way, then run if you want to. Personally I'd rather have a root canal that run, so I'll do the arc or indoor cycling or rowing.
