Please help, in a bad situation !

Im 18
i weigh 156 pound / 11 stone 2 pound
im 5'5

Ive lost a ton of weight, about 6 stone. So for a while ive just been lifting weights an getting leaner, im at that point now where i either need to bulk or cut.

The problem is my bodyfat % is around 17-25% but i have a lot of loose skin, if i bulked up i will gain more bodyfat an will fatter but bigger.

On the other hand if i cut now i'll look to skinny with no muscles plus the loose skin will look worse..

Now i wanna be big muscly, but i also want this loose skin to tighten, the only way i can get the loose skin to tighten is if i loose the bodyfat thats over it...

What should i do ?
Should i clean bulk put on about 10-15 pounds an then do a big cut or should i just cut ??
