On the verge of giving up need advice asap!

Right here are the details:
I'm 19 year old male who stand at 5ft 9 and weighs 9stone 9 however I have fat on my torso in all the usual places stomach, hips, lower back and pecs (man-boobs).

Been going the gym for about 6 months now and alls thats changed is my weight but my body shape hasn't, although i would like a 6pac i would be elated with just a slim body and to feel comfortable in a t shirt!

Been doing a mixture of cardio and weight training (20 minute jog for cardio and a number of different exercises for weight training) however its clearly not working.

Any suggestions on how to achieve this?
I also want to create a v shape as you look at my back but the hips and lower back are just getting in the way, should i focus more on building my shoulder and neck muscles? If so could you recommend a few for me? :)

I know its a confusing question and not worded very well but any advice would be welcome. :) thanks!
