Odd Belly Fat

About a year ago i was 5'7" and 210lbs at my heaviest. Over the year i have been working out like a mad man and i've dropped all the way down to about 154 (56lbs lost) and my body looks great... for the most part. My arms and legs are extremely skinny, and my butt is next to non-existant. The one thing that REALLY gets me though is my lower belly has a little band of fat that just annoys the heck out of me. No matter how hard i exercise it just won't go away. I keep to my diet, and i exercise, but it just won't budge... Can anybody help me out over here? I also have a very small bit of fat in my lower chest (more commonly known as moobs) that arn't nearly what they used to be, but its just unpleasing to look at some times.
 
Same height as me so I can offer a few thoughts quite easily.


Your weight is the high end of healthy, In BMI terms you can stand to lose another 20-30Lb and still be healthy.

Skinny arms and legs sounds like you've sacrificed muscle chasing weight loss rather than fat loss. If your exercise routine doesn't already include strength training (whole body), start it now and up your lean protein intake to try and gain some ground back.

Also worth checking your body fat percentage using skinfold calipers or electrical resistance devices.

There is no way in hell i can lose another 30lbs. My biceps and arms are huge and very vascular... I'm dumbbell benching with 55lbs and i'm curling 70lbs. My strength has gone up it's just a odd band of fat that's chillin there, if i lost 30 more pounds i'd be a skeleton.
 
My misunderstanding. I wouldn't describe muscular arms/legs as skinny. (lean is probably more accurate)

likely you fall outside the usefulness of BMI so I'd still suggest the skinfold caliper as body fat percentages are likely to be more relevant to you at this point.

Usually when you do cardio exercises such as running or jogging you lose weight all over including you belly. Once you get down to a desirable size you can perform ab exercises to target your midsection to get it toned up. You can still do weight lifting to keep your arms and legs built but if you can lose at least enough weight to get your belly flaltter I would focus on more cardio exercises.
