Needing some fitness advice

I'm 19 years old. I am 5'8 and weigh 146 pounds. I have a slim build with larger legs than my body type but not fat I've been a runner for as long as I can remember. I'm looking for a way to generally enlarge my muscles in my chest and arms. I'm awful with coming up with my own workout routines because I'm so random about it and change like the wind. I eat a diet with a lot of pastas and I supplement my work outs with protein drinks. Help would be greatly appreciated.
