need some advice on weights training and cardio. plz help me with some info and tips

hi, first of all let me introduce myself. my name is mikki, im a 24 year old female and im 5'8 and i weight 90kgs. ive recently lost 10 kilos from eating healthy and doing alot of cardio training, walking/running. Now im over doing cardio so much as i have lost weight before and it just made me look crap/flab. i want to lose another 10 kilos but i want to build muscle too. The part i hate most about my body would probably be my arms, my arms are ok until i get to the top of the underarm where it hangs, its not like tuckshop lady arms but it does hang and i hate it. I want to tighten my whole body and be lean and have muscle. my arms are my main focus as i have a thing for wanting arms where u can see my bicep/triceps really well. i also hate the inner top part off my legs as it is flabby as well. I might just point out this flab could be due to the fact that about 6 years ago i lost about 30 kgs but not eating or exercising, hence flab and no tightening of my skin. I hope i havnt ruined my skin by doing this, i was stupid and young and noone would tell me any better and even if they did i wouldnt have listened cos i was young and stupid.
At the moment im doing about 2/3 days of walking my dog for 40 mins and then 3 days of weight training, with dumbells and my own weight. you know pushups, bicep exercises, tricep exercises, pushups, squats lunges (holding dumbells), crunches. i do about 8 reps of each an 3 sets off everything. i have cut down the amount of **** i eat as i went from losing 10 kilos and getting to 90kgs then puttin on 3kgs from eating ****, so i have cut down the amount of **** i eat to more healthy, less fatty foods. i also usually have a protein shake before or after a workout but i cant find any info on if i should do it before or after. its just whey protein as i read that is the best to get.

Can someone plz help me out? am i doing the right thing to gain muscle and lose weight? or am i doing not enough or do i need more weight sessions and less cardio or less cardio and more weight sessions??? plz i could do with alot more info and some help. thankyou to all that reply in advance.

:)

It sounds like you're on the right track. Your cardio:strength ratio is where you want it, so I wouldn't change that at all. You won't need any more volume in your sessions, either, so you can relax about that. You can cull the bicep and tricep exercises in favour of overhead presses and rows, which will get the same muscles and then some. You can also cull the crunches and put in a hinge movement (eg deadlift, Romanian deadlift, hyperextension, bridge), which will strengthen your glutes, hamstrings and lower back, as well as grip and upper back if you choose an exercise that has you holding a weight in your hands. You'll get all the ab work you're ever likely to need from heavy squats, overhead presses, rows and deadlifts.

For the protein shake, it's not strictly important when you have it (in fact you don't really HAVE to have any protein shakes, although they can be helpful). It's good to have something both before and after training. Personally, I just have a glass of milk about 30min before training, and some more milk after training.
