Well lets put it like this.

I don't like running outside. It's a neurological thing don't ask. And I wont have a treadmill or somthing like that for about another month. So what are some good workout to do inside that work on cardio and lose weight.

Also does running in place (like no moving) acutally do anything?

I'm no expert, as I don't do these personally, but here's ideas:

Star jumps/jump jacks
Squats
Sit ups / Crunches?
Press ups/ Push ups
Skipping Rope (Cheap and amazing I hear, definitely worth a go if you can)
Jogging on the spot is ok.
Find a line, jump over it from left to right and back again over and over again, with feet together.
Strength Training (buy some weights if you can)
Walk up and down the Stairs (very high calorie burn) Must try to have a good pace though aka don't stroll it!
Yoga?
Video games! (Ok not all of them sadly. But you could try something like Dance Dance Revolution or any other Dance game for that matter. If you don't have a console then there are Plug 'n' Play TV games on the market)

Now I'm sure there are more but they are just a few I can think of right now. Try a Google search and see what else you can find.

Now it's not only exercise that burns calories. Just do ANYTHING you can that gets you up and moving! Wash the dishes by hand, walk to the shops or somewhere you like to go. Wash the car. Iron clothes etc.

At the end of the day, anything is better than nothing!

Milk, I kinda know you feel.

I run either late at nite (9ish, 10ish) or early in the morning (5ish, 6ish) when the streets are pretty much empty, and the poeple that are up are likely to sleepy or whatnot to care. :p

edit: and yeah, if you are running in the dark, make sure to wear some sort of reflective clothing so cars can see you. Where i live, its very dead, so its not that big of a concern, but i still wear something so they can see me

another idea: walking outside isn't a bad idea either
