Need serious help

I'm freaking out. I've been torn on this for almost a year now. People either can't give me a straight answer or don't respond, so, now I'm here. I am a 16 [almost 17 here soon] male.

I used to weigh 250 lbs and be about 5'7. I was pretty obese. At 13/14, I lost 90-100 lbs and I am now at about 165 lbs and at 5'11. I think that's pretty respectable. However, I have a small, flabby chest with small man boobs and a flabby stomach. I have large legs [not fatty, pretty strong actually, kind of runs in the family]. I've tried cutting my calories down to around 1500-1800 and exercising a bit in order to lose more weight, however, I can't seem to get any lower than around 160. The flab just won't burn off.

I'm wondering if I should cut the calories even more [I can do it and it's not really unsafe] or just exercise more and try and slowly burn off the flab, or, maybe is it just extra skin? I could take a picture if you'd like, though, I imagine that would be kind of weird? Or should I just hit the weights/protein and hope it works out? I've been under this impression that if I do crunches/squats and push ups/bench press, I'll just build fat under the muscle and just look big with no real muscle definition.

I want it tight and good looking, not all this flab, yet I just can't burn it off [without really pushing it, though, I'll do almost anything at this point to get ri of it]. So, what should I do? Lose more weight, try and burn the flab off or exercise the muscle and that will get rid of it? I'm at a loss here. I really don't know what to do. Please be very specific, and I appreciate the help.

No idea, I'd probably just do some chest workout and just take as much calories you need to have a +-0 diet. :d
 
Hit the weight room hard. Add muscle mass, this'll help you burn more calories 24/7 plus it'll improve your shape.
