Making sure its effective (big question)

I just want to know if im successfully doing interval training and how i can still engage myself going down hill
This summer I decided I'd get in better shape to try out for track, and to make my self more competitive i intend to lower my percentage of body fat from 23% which is average to 17-15% which is more lean. This would be shaving about 10lbs but this is all background.
There arent any tracks or safe places for me to run (out side its mildly polluted and my aunt has no gym membership) close by but there is one place which I now bike to (1.5 miles). Its on a mountain(a large hill really) and I know that I'm being challenged going up, its very steep difficult to even jog. So I end up fast walking and then jogging to push myself. Hopefully I'll be able to jog more but right now the jogs are killing me, I know im almost fully exerted and one time i thought i would puke, but are these jogs inbetween effective if im trying to make them the intervals?
and the problem with me hiking this hill is that half of its down hill so i feel like im working out half the distance. How can I work out going down hill? Right now i've just gone down a little and sprinted back up and done that around 5 times 30 seconds each. But I'm just wondering if theres a better way.

no need to do anything downhill just walk back and use that as active recovery,warm up first then do you 30sec sprints try to get 20mins+ then warm down.
