Lifting Question

I have been lifting for almost a year and it has been going well with good gains in size and strength.

My brother, who is far more muscular and is stronger, told me that for it is a good idea to have a slightly slower reset when you lift i.e. push or pull quite quickly and then when you lower it back, take about 1-2 seconds.

Is there any point to me doing this? If it is good for hypertrophy? Is it bad for strength? (I am aiming for both)

Any advice would be great.
