Jogging but putting on weight

I am a male. My body is like a pear shape now. Before it was the same pear shape, only that my tummy is not as out as it is. My breast are not that big, though I am not sure if its due to fat or gynecomastia. My dad has gynecomastia, though he is a lean/no fat deposits at all but also has a stomach. I am more bigger. I notice this as I am from 20 to 23 years old. One funny thing is that I weigh myself often, and my weight is usually from 70-75kg, (now 72kg). My height is 174.3cm. Few facts I got from the health test:
My waistline-89cm
Butline (not sure what the real term is) 103cm
W:H 0.86
Body Fat %: 27.1% @ 19.9kg.
This fat % was done using this equipment which looks like a F1 steering wheel where you have to grip tightly.

Recently I went to fair and notice that my right hand is stronger than average while my left hand was below average (using some kind of hand pressure measurement equipment).

My exercise regime which is not so great.
thread mill everyday/every other day 6.0km/h for 45mins, which gets ~250 calories (the machine calculates this, I don't know how)
One thing I heard some people say is:
1. Not to drink after exercise, which I can manage to hold myself out.
2. Not to pant a lot after exercise, so I can hold that one too. Maybe the exercise is too easy?

I have weights, which I did use it to get into shape, but been quite busy or ignorant for 2 years I think and now I am starting back at 2kg. My hands/limbs are quite skinny/not robust and I spend lots of time in front of the computer. I failed to do more than 10 pushups in 1 minute, and that goes the same for the body curl with the abdominal muscle-I never did them in the first place. Not my usual routine. Even when I did some weight lifting, I never got pass 40 pushups/min.

I don't what I eat but not too strictly. I stay away from seafood, eat small portions, I think slightly less than 1 bowl of rice most of the time, but I eat snacks from time to time, sometimes 2 hours before bedtime. I stay away from red meat if I can get fish/chicken. I don't eat soup. I like to drink chocolate milk, and pepsi twist. my bad from time to time. My staple food is rice, the whole country is, and I don't eat lots of processed food/frozen food that often.

I have 12 free days to prepare for a Cooper test. And I need to get in shape. Basicly I am not sure what to do. I don't think my current exercise is really healthy for me. I started using weights while jogging though its a bit dangerous as I cannot move freely, I feel that I burn more while multitasking.
1. I want to get rid of this pear shape body
2. I want to get some kind of muscles to stay in my hand limbs.
3. Get in shape for the Cooper test.
