Is this a good routine when lifting weights?

I know a mate of mine who finds this routine very difficult and he said I should give it a go, but first I'd like to see your opinions on it.

For my main exercise on each muscle group (e.g. If chest, then bench press), I do 10 sets of 3, starting a new set on the start of every minute for 10 minutes.

So I do 3 reps at the start of a minute, the remainder of that minute is my recovery time and at the end of that minute I do another 3 and I do that 10 times, apparently it works on my recovery time and it's good athlete training.

What are your opinions on this?

PS - I'm a soccer player so would it be efficient for this sport in particular?
