Walking and running are the two best complete body exercises. Most times when one area is showing better signs of fat weight to muscle mass ratio, is because the exercise regime is not working the complete body. Which effect the metabolic engine. You have to understand, if you lift a 5 pound weight everyday using your right arm, and your not doing the same to the left arm your body will burn more fat from the area that is being target toned.
So the key is teaching your body to burn fat from all area's, not just target area's, because when you do that, you are teaching your body a bad habit, which makes it very difficult to tone the area without targeting it.
To target the hips, thighs and butt, the best single exercise is (wall roll). For best results you need a 4 to 6 inch across/depth, oval foam cylinder about 1 foot or longer. If you don't have that you can just place your back against the wall, but using the foam cylinder will tone the inner thighs while doing less repetitions.
The Exercise.

stand up straight against a wall, having your complete body against the wall (heels, to back of head). Move your feet, outward about the length of one of your single feet. Take the foam cylinder and place it between the wall and your back, placing it's starting point right above your waist, while your standing straight up. Then just move up and down, like you are going to sit in, and get up from a chair, use light weight dumbbells, holding them in your hands keeping your arms straight down on your sides.
If you don't have a foam cylinder, then just put your back against a smooth wall and do the same as you would with the foam cylinder.
To increase the toning effect, use heavier dumbbells and or move your feet further out from the wall.
