HELP!! I need to improve

I need to get my 1.5 mile time from 16.39min to at least 15.50 but would like to get it to 14.30....

I don't know how best to improve it? Any ideas?

Also, I think that part of my problem is that my breathing is shallow and I am breathing through my mouth the whole time...HOW do I fix that as well?

Don't know how to fix your speed goal as you haven't mentioned what training you currently do.
One simple tip though is to try to keep your body as relaxed as possible when running. You then need less energy and hence become faster.

There is no problem with breathing through your mouth. When you are breathing (on the run) do it with purpose and imagine you are breathing right into the pit of your stomach, this will pull your diaphragm right down and give you bigger breaths.

Are you trying to get into the military? I'd go to your recruiting center and see if they do PT.
 
One way to get faster is that about 15 min after jogging and you've got the blood flowing then you increase the speed gradually, then at the your top most speed when you feel you can't take it anymore you then gradually decrease the speed and you do this over and over and in no time you'll see your speed increasing.
 
You should not take your breath by your mouth if you really want to increase your stamina. Initially it would be difficult but for the long run it would increase your stamina greatly. So practice if possible.

If you want to run 1.5 mile by only 14.5 minute then it would not a big deal to achieve. I think all you need is strong will power and try to achieve it slowly instead of overnight. Now how much it is taking to reach 1.5 mile? Take a note.

Each of every week try to break your previous record. Hope so one day you would achieve it easily with ease.
