Hello everybody. Need some advice

Hello. I am new here, just registered. Planning to start exercising and dieting. I am 18 years old 6'1 185lbs. The problem is my belly and thighs. My neck, hands, lower part of legs are very skinny. I am what someone may call skinny fat. I already know that you can't burn fat in specific regions, so tomorrow I am starting to run. In the beginning of this year i was 215lbs. I lost 35lbs by dieting but my belly is still the same. My skinny parts just got skinnier.

My diet:
Morning: 1/2 cup of oatmeal with 1 cup of protein powder. (150 calories + 180) (20gr of protein)

Lunch: 140 grams of egg whites. 1/4 of cup of beans(black, kidney) with vegetables (1/4 of a tomato and some carrots) (100 calories+120cal) (15-20gr of protein)

Dinner: 1/2 of a chicken breast with 1/2 cup of brown rice and vegetables (carrots or Brussel sprouts or broccoli or tomatoes) and some baby spinach. ( 150cal + 100 cal + 50 cal) (30gr of protein)

Snacks: Carrots, Apples, Bananas, avocados, nuts(mixed unsalted). I only snack once a day with one of them.

I eat my vegetables raw. I don't use much oil. Sometimes use PAM. Am I doing it right? I have never done any diet before that. In the future I want to join USAF or other branch. If there anyone who had an experience in that, please help me. If you have any suggestions or comments for my routine, or you have workout programs that will help me, please reply. Thank you very much.

P.S If there any people who run or workout outdoors? How do you guys deal with clothing? what do you wear?

I don't exercise outdoor but my brother has and all I know is he goes to reebok to get his gear.
