having trouble losing weight!

i posted here a little under a year ago about butt+thighs advice, mine seemed to keep growing despite working out regularly!! now i am slightly worse off!
ok SO here's the deal.
i FEEL healthy, i FEEL good from excersize but i am VERY VERY frustrated!!!
female, 24 years old
5"4 1/2'
probably 155-160 (i don't weigh myself)
i have a LOT of fat and muscle in my thighs and ass. pretty much ALL my fat is down there. my thighs measured pretty much in the middle between knee and hip is 25.5". my waist is 26". i have no idea how big my hips are because my measuring tape is only 26" ;) but i would imagine double my thighs.
i've been working out regularly for over a year now.
i hit the gym minimum 3 times per week, max 5. for about an hour and 15min. 45-50 min on cardio (between 3 machines), stretch for 5-10, then do reasonable weights (mostly upper body, i avoid doing my ass and thighs for fear of making them bigger).
UNFORTUNATELY, i have taken up biking around town instead of walking (i used to walk about an hr a day, now i bike for like 40 mins a day in addition to gym 3-5 times per week, and walking for 15 mins a day), which i feel like is only making my butt bigger, but i really like biking so i don't want to give it up.

before i quit smoking (summer 07) i was working out and doing fine, i had gotten closer to my ideal weight (140-145.. i'm very dense btw), lost some fat, great! but when i quit in september i totally replaced smoking with food and my portion size increased and put on a pretty good deal of weight without realizing it.
i've since lost some but am having trouble maintaining a loss!! it seems anytime i stray from my healthy eating, even if it's reasonable, i immediately gain fat. i know smoking helps metabolism, but this is really ridiculous. i am yo-yo ing like crazy, and after working out regularly, with a break no longer than 1 week, for LITERALLY 1.5 years i feel really, really frustrated with how far i haven't come and am pretty astounded i haven't given up yet. anyway, i think the frustration is part of the yo-yo thing (it's really really frustrating!!!!!!!!!!)
btw i don't want a small ass, i just want not a freakishly huge one!!!

i eat pretty healthy (honeslty--lots of chicken, egg, salads, beans, very few carbs--dont drink alcohol, only water with unsweetened cranberry concentrate and coffee w/a bit of milk---i could eat more veggies) but sometimes i get home wicked late and hit the peanutbutter/apple combo which throws me over in calories (and is f-ing stupid).
ALSO at the gym will it help to walk very fast on the treadmill maybe to offset biking bulk, or will this just add to weight gain?? i fear running will build too bulky muscle (it also hurts my knees)

sorry for the novel, i'm just totally frustrated.

If you don't weigh yourself, how do you know you aren't losing?

it seems anytime i stray from my healthy eating, even if it's reasonable, i immediately gain fat

How do you know that?

I vote that you're eating too many calories. Maybe try counting for awhile?

i don't weigh myself 'cause it's not really about losing weight, i guess. its about feeling smaller in my lower half. i know i haven't been losing because i've been gaining muscle in fatty areas, and have had to go up a jean size. which is fine because it's not an unhealthy gain, but its extremely frustrating!! so anyway, muscle weighs more than fat, so muscle+fat= a gain! or at least, not a loss.

i'm not ruling out too many calories, i just feel like i used to be able to eat the same amount and maintain reasonable thigh size! but, who knows?
i will try counting and let you know how that goes.

I doubt highly that is it as much muscle as you think. The most muscle you can really add on in a year is about 13 lbs and that is for some SERIOUS lifting and a serious regiment.

If you don't weigh your food, you really have NO clue what you caloric intake is. You need to probably start counting and weighing to get a real sense of portions... READ all of the nutrition stickies to help you get started. Calculate your BMR and get to counting... you're in for a real shocker if you don't realize portion sizes now.

Your exercises are the correct (or the best) to lose weight...?

And check your calories intake...
