Frustrated

I'm a frustrated 40 year old female. I lost weight and toned up last year, only to let myself go a little during the holidays and gained 8lbs. I decided in April, to get back on the wagon so I would look good for the summer. I've been exercising and eating right since then, having cheat days here and there. My frustration is that I keep losing and gaining the same 3 pounds. I'm 5'7" and weigh 139. I eat around 1500 calories and exercise about 6 days a week for roughly 45mins, doing 3 or 4 days of weights and a few days of cardio. I drink plenty of water and get at least 7hrs of sleep a night. I don't ever skip meals. 3 weeks ago, I began to cut out sugar, bread and processed foods. This week, I decided to cut out dairy as well and add more protein. My protein, fat & carb percentages are spot on. BUT I'M NOT LOSING WEIGHT!!!! I don't understand and I'm so frustrated! Last year, all I had to do was tweek my plan a little and I lost weight and looked good. I don't know why I'm having such a hard time losing when I'm doing the same thing, if not a little better, than last year. Advice??
