Entering college freshman needs HELP!!

Hi, I'm about to enter college and I have some very frustrating weight problems. I am 17 years old, and weigh 130lbs. The doctor says for a guy my age, I could put on a bit more weight. The problem is, I still have a small stomach! When I was a younger kid, I was pretty fat. Ever since 10th grade I've been trying to loose all of it. Now, having finished high school it's dissappointing to see I still haven't achieved a flat stomach.

In the summer I run 4 times a week, and on alternative days do weight training. I'm a fast runner, and run 4 miles in about 35 minutes or so. Somedays I also jum p rope for about 30 minutes at a high intensity speed. I monitor my diet (whole grain cereal in the morning, and some healthy foods during the day, and yogurt for a snack). Except for 1-2 days that I'll eat "a little bit more," my daily caloric intakes do not exceed 1,300. That being of healthy foods such as spinach, lean chicken, and fish. WHY CANT I LOSE MY STUBBORN STOMACH FAT! The rest of my body is lean, and people always comment on how I look skinny (until I'm at the pool that is) and I have some flab on my stomach. It's just after all the exercise I've been doing for the past month or so, and eating "properly" for a while now isn't paying off. I wanted to enter college not having to worry about my "weight" but now it looks like I'm going to have to. I'm a kid, shouldn't it be easier for me to burn off all this fat? I don't stay at home at nights either, I participate in some kind of activity with my friends.

Its just really annoying that I have a low weight, but not the lean cut that I've been striving for for so long. My small stomach is still there, tormenting me wherever I go. It's just frustrating to be with kid's your age, seeing them eat w/o a caloric care, and still be skinnier than you. Especially after you've exercised, and they haven't. Ugh.
