Weight-Loss Dry Carbs?

I just read this article by Lyle McDermott, I think that's his name, and I read something very interesting about the potential of leaner individuals trying to lose the last bit of fat and having fat cells become stored with water.
It was mentioned that if you grab some fat stored areas you may feel marbley consistency under the skin. I was thinking as I read this how silly it sounded but then I grabbed my belly and seriously felt some weird bubbly stuff in there. I started grabbing all different parts of my body and discovered I have them under my arms and belly; amazingly enough not under my butt, crazy. Anyway, once I took this article a little more seriously I read that dry carb loading may increase the time it takes to drop these droplets.
Anyone know anything about this?
