Double chin, loose skin vs. excess fat?

Hello there,

Although I have a very thin build in terms of overall body structure, after years of eating almost nothing but bread, dairy, pizza, and milk, etc. I started to gain weight in my stomach. This surprised me, I had never gained weight before, and had somehow always managed to be underweight. It is definitely excess fat there, I can tell this quite clearly, though I really did not/ do not care to ameliorate it since I always wear a shirt under all circumstances. However, I noticed something of a double chin recently, and looking at pictures I realized that this has been present for months. Since my face is the only part of me that sees the light of day, I would really like to go back to having a normal chin. However I worry that it is loose skin, because when I pinch it, it is thinner than the deposits in my stomach. It is definitely thicker than an old-person's wattle, but not nearly as thick as the fat on my stomach. I do not have much in the way of a chin, in terms of the jawbone, but I have never had the problem of a double chin or loose skin nonetheless, until I had the excess fat elsewhere (this includes extra padding on my fingers and knees) - I am a 23 year-old male. I have recently just changed my diet dramatically, and I plan on excercising vigorously over the summer (on my bike). I just want to know that it is fat instead of loose skin, because from what I have read loose skin is very difficult to take care of. What does it sound like to you?
