Sport Critique my starting diet

Im 6'1, around 145lbs and about 11%BF
I want to get to about 8%BF and gain some muscle
Will this diet work?

7am - 500ml water
7.30am - 2 scrambled eggs, 50g quaker oats and a cup of green tea
10.30am - 30g almonds, 1 apple and 500ml water
12.45am - 150g-200g chicken or prawn salad OR turkey sandwich on wholemeal with low fat cheese slice and a squirt of bbq sauce, an orange, about a cup of veggies (broccoli, carrots or spinach) and 500ml water
3.00pm - 100g fat free strawberry yoghurt with a bowl of berries (strawberries, blueberries or raspberries) and 250ml skimmed milk
5.30pm - 6-8oz chicken breast (once a week this changes to lean steak and once a week to salmon) with either 6oz brown rice or sweet potato, a cup of veggies (green beans, broccoli or carrots) and 500ml water.
7.30pm (post workout on 5/7 days) - 1 scoop whey protein (100% optimum nutrition) with 250ml water and a banana
9.00pm - 50g cottage cheese on 2/3 crispbreads.

should i have a cheat meal? if i did it would be every friday night at my 5.30pm meal and it would be a 12' pizza, fish and chips, chinese food, donner kebab and chips...etc and a desert which would be a medium sized bag of sweets or a chocolate bar and a diet coke or a couple of light beers.

doing 3 HIIT sessions a week and also doing resitance training hitting all main muscle groups (abs, chest, arms, legs, back and shoulders) will this help me lose my BF %?
