Can't lose the belly-skinny fat

Okay I need help with my diet/exercise regime. I've lost 80 pounds in one year due to giving birth to twins. I like to believe my diet is fairly clean, but I struggle meeting my caloric needs. I'm 103 pounds and usually consume around 1100. Yesterdays macros were 92g carbs 32g fats and 102 G protein. I've discovered the only thing to budge my plateau was to start carb cycling. My low is around 85 and high at 130. I'm very skinny everywhere except for my stomach. I do 15 minutes of hiit then strength. I only have access to a 25 pound dumbbell and two 20 pound babies, so I can't go to a gym like I would like to and lift heavier. I know you can't spot reduce, but is there a way to lose some of the extra belly fat?
 
Is it belly fat or possibly skin that needs time to reduce? Great job on coming back from twins, you have done amazing! You are right that you can't spot reduce, possibly adding pure cardio will help?? Its sounds like you likely have the muscle mass already toned, so I can only suggest cardio. The only other thing that comes to mind is your water intake, are you drinking enough?
 
Many people find that they can be quite effective at losing belly fat just by eliminating white flour and sugar from their diets.
