Can you guys help me develop a specialised exercise routine?

Hey there, newbie here but hoping to become an active participant. I have a couple of things I want to improve upon but could do with some personal advice (rather than assorted web pages on google)!

1. My ass has always been a bit of a burden (literally). I think it's partly genetic but despite the fact that I have a good diet and exercise (football + jogging), I've never been able to shift it and it's noticeable given I have a skinny frame. Are there any more specific dietary suggestions and exercise regimes that could encourage a change (I know spot reducing doesn't work)?

2. I'd like to build up my upper body (as I said, I'm quite skinny). Without going to the gym (not certain I can afford the expense at this point in time), what are the best ways to do this?
