Calories

To reach my goal weight I must NOT eat more than 1500cal per day, can I eat LESS?, and still burn 1000 per day on the treadmill?....or do I need to
eat the 1500 so I can then burn off 1000 of that?
Is it ok to workout on the treadmill for 60 minutes at 4.5mph at peak heart rate? Thanks
