Adjusting the tension on my stationary bike

My in-laws gave us their old DP Fir for Life Air Go-Meter Stationary Bike (I do not know the exact model number, have looked on the bike and cannot find it). It seems to be very old and has no manual. I've tried and tried to ride it, but the pedals and handles are so hard to work that I end up sore, as if the tension is set too tight. My questions are:

1. Can you adjust the tension on this model of bike?
2. Can you set the handles to be stationary to allow you to pedal only?
3. The bike has pulse monitor area, but where the batteries go is very corroded. How can I safely clean away the corrosion to try to use the pulse monitor area?
