Add infraction

I will look into this for you Kark.

I know most of the people who were given the option to change their user titles may have been given other options.

Not sure if these options were supposed to be given out or not but I will find out.

Also I can see forum members online though they have chosen to be invisible, example: Some mods (Mreik, Liep, Fitness, and others) in addition to having the infraction option. I just thought it was the upgrade AllCdnBoy spoke of in the UGH! thread for those with 2,000+ posts, so I havent gave it much thought.

if you guys don't want these powers, i can gladly take them back, but i figured since you obviously spend a lot of time here, that you would help keep it clean ... ur choice, of course.
