Sport a little advice please on bulking?

im 16 years old and i have been weight lifting for 2 months now, i have seen fantastic gains within that time, especially in my arms, but.... for some reason i just seem not to be gainig any weight im always in the region of 130-131 pounds. is this because i am shredding fat as well as gaining muscle? and could someone please tell me if i should "bulk up" then cut down or whats the best way to gain weight?

Eat......eat some more......drink a ton of milk.......get plenty of rest......repeat.

Stick to complex carbs, meat, and milk. Try counting calories and start at 4,000. If that doesn't work bump it up to 4,500 and monitor. If that doesn't work....Take a guess what you do next?
