17 year old wants to lose weight and tone up

I'm a 17 year old girl.
5"1 & about 120 pounds
I've gained weight this past year but it's been gradual so i think i need to change my eating entirely.
I'm comfortable with my body at around 106-108 pounds. it seems low, but trust me, i am small. i look very puffed up and chubby right now because 120 is too much for my height.

i want to reduce the fat in my stomach area [i know you can't target weight loss, but i still want to get a flat stomach].

What foods should i eat [and not eat]? I don't eat any meat except for grilled chicken when it's in a salad.

This is my typical menu:

-plain oatmeal for breakfast
-pb&j & an applefor lunch [whole grain bread, sugarfree jam, 1 tsp. peanut butter]
-when i get home from school is the problem, i eat whatever i can find. it's usually something unhealthy.

I don't workout much because we dont have exercise equipment & i cant go to the gym [$] and it's very cold outside.

Help?
 
The weight you are is fine. I am the same weight and height and I am very slim.

Second, if ou are only eating chicken for meat, you would have very low iron, you should be eating red meats for iron, especially because we are girls and we lose blood every month.

Try and stay low on the grains, this will help, especially when it comes to dinner. If you want, I can send you a menu plan
 
I know you said it's cold outside but is it soo cold you can't go for a jog outside? You could always buy some kit if it is really cold.
