Body Fat Measurement frustration!

I'm getting frustrated with my body fat measurements. I use two methods:

One is one of the Tanita Body Composition scales. It consistently says I am around 25% BF.

The other is calipers. The consistently say I am around 15%.

This is frustrating to me b/c of the big variance. I would say I'll just take the average -- looking at myself that might not be such a bad idea -- but I'd ideally like a "tiebreaker" method.

I'm trying to find somewhere that does hydrostatic measurements but they are hard to find.

Every method I try says I'm between 11-14% except the Tanita scale says I'm 23% They claim they are so accurate, but I can't see how. I'm starting to see my abs peek out a little, I don't know how I could possibly be 23%
